Platform Overview

Launched in the US in September 2022, TEMU is Pinduoduo’s global cross-border platform. Its “fully-managed” model — factories supply while the platform prices, operates and fulfills — made it one of the most-downloaded shopping apps worldwide. TEMU opened its Korean-language site in July 2023 and set up its Korean entity, Whaleco Korea, in Seoul in 2024.

2025 was TEMU’s localization turning point: the L2L local-to-local marketplace for Korean-registered sellers launched in February, opened fully to Korean brands in May, a ~165,000㎡ Gimpo logistics center lease was signed in June, and the food & grocery category scaled up through H2 — extending to fresh groceries. By 2026 Korean MAU had recovered to ~8.5M (#3 behind Coupang and AliExpress) with ~KRW 600B in monthly payments, as TEMU shifts from bargain bin toward everyday platform.

After the product-safety and data-compliance turbulence of H1 2025, TEMU’s Korean user base and trust have steadily recovered: ~8.5M MAU (#3 among shopping apps) and roughly KRW 600B in monthly payments by 2026.

Tighter regulation is the clear trend: from July 2026 Korea’s e-commerce act requires foreign platforms to appoint local agents and improve review transparency, and direct-purchase product inspections are tightening. Compliance capability is becoming both the barrier and the opportunity for long-term sellers.
